High Billing Complaints Dominate Consumer Feedback, Edeeste Leads the Pack

Consumers in the Dominican Republic's electricity sector are increasingly voicing their frustrations over exorbitant billing, with the Empresa Distribuidora de Electricidad (Edeeste) receiving the highest volume of complaints. This issue is particularly prevalent in densely populated areas such as Greater Santo Domingo and the Eastern Zone.

Consumer Complaints on the Rise

The ongoing issue of high electricity bills has become a significant concern for consumers across the Dominican Republic. According to the Office of Consumer Protection for Electricity (Protecom), 96% of the complaints received relate to high billing. In the first half of 2026 alone, Protecom recorded 29,833 complaints, with Edeeste accounting for a substantial portion of these grievances. The complaints are not only limited to billing but also include issues such as equipment damage due to high voltage.

In comparison, Edesur and Edenorte follow as the second and third highest in consumer complaints, respectively. While Edenorte is perceived as the most efficient distributor, it still faces challenges, particularly in the Eastern region, where residents report issues related to high bills and service quality.

Statistical Insights on Complaints

Data from Protecom reveals a staggering increase in the number of decisions made in favor of consumers. In the first half of 2026, 52,255 decisions were issued, with 17,466 favoring the users. This marks a significant rise compared to previous years, highlighting the validity of consumer complaints regarding high billing. In 2025, a total of 80,000 decisions were made in favor of users, showcasing a trend that suggests a growing recognition of consumer rights in the electricity sector.

Furthermore, the rise in complaints has been attributed to increased consumption due to a severe heatwave affecting the region. This has led to higher electricity usage, which in turn has resulted in inflated bills for consumers. The situation underscores the need for a more transparent billing process and better communication from electricity distributors.

Challenges in the Electricity Sector

One of the significant challenges faced by electricity consumers is the transition to new meters without corresponding upgrades to the electrical wiring in residential areas. Many users have reported that the installation of non-copper wiring has led to increased voltage issues, resulting in damaged appliances. This has compounded the frustrations of consumers already grappling with high bills.

Moreover, the lack of proper infrastructure and maintenance in the electricity distribution network has been a recurring theme in consumer complaints. The need for better quality materials and a more robust electrical grid is evident, as many residents express concerns over the reliability of their electricity supply. These issues highlight the urgent need for reform in the electricity sector to ensure fair pricing and reliable service for all consumers.
